Suggestion: Clubs - Log and Reverse Club Rejections

As per the title.

Present situation: If the member fails to meet club criteria (at the time of application) and are rejected, they cannot apply to join again later. Further, if the club changes from closed to open type, the member cannot join the newly open-type club. Neither is there a log of rejected applications so that rejected members might be invited to join.

Solution: It would be helpful to have:

1. A log of rejected applications by club (accessible by club owners and community admins), detailing rejection date (and maybe even a rejection reason)
2. The ability to set the rejection to time out by an overridable default value
3. The ability to rescind the rejection at any time (and, optionally, rescind automatically for all if the club changes from closed to open type).

At a minimum, there should be a practical way to revise/reverse individual rejections.
