Signature issue

Fresh install of 4.1.18.2 (yesterday - now crawling with members)

Can not get signatures to work right

(Testing on myself only as well as standard members)

Signatures are enabled both for the group, as well as in profile>profile settings.

Have turned off all my plug ins (None of which should affect signatures)

Have cleared my cache (post disabling plugins)

Only thing not standard running atm is iawards not sure if that would affect signatures?

Admins and all levels of moderators can however can access the signature editing portion on profiles of every other member including other mods/admins  (so they are suppose to be working but are not)

Suggestions for next step to get them so people can edit their own signatures?
