Incoming Piping - Windows Apache

I currently run on a windows 2008R2 server, using Apache as the webserver. When I goto the piping section of commerce I get the "File not executable", but it is not a permissions issue as Apache is running as 'System' and system also has full perms over that file. 

 

I have noticed on line1 there is a shebang and from what I understand windows isn't too keen on those. 

 

I would personally love to use piping instead of POP because of it being cleaner and is quicker to make a ticket this way.
