Enable full editor and set targer for Hyperlink

I have two request place in my top ten list that i would like to see in an update or if we can have instructions how to do it.

1- Enable the full editor including the advance options and the attach files throughout the community, just like the forum where we can use quick rely or full editor.

2- When we have hyperlink pointing to page outside the community set the target to «target="_blank"» to avoid the page open in the same window and have community member redirect to outside.
