Let users add a poll to an open topic

Previously, there was an "Add Poll" button that let users add a poll to an existing topic. However, with the new poll system in 2.1, the only way to add a poll to an existing topic is to reply to it. This is quite annoying when you don't need/want to make a text reply. :ermm:

I suggest putting the "Click here to manage this topic's poll" link on the edit screen of the first post of a topic.
