Ask somebody knowledgeable who speaks the language and buy the license for you. From 1.3.1 and 2.0.0 (trial) IPS on, products are commercial- it means that you have to pay to use the forum. If you cannot afford professional software of high quality which is for sale here you may consider using freeware forum of low quality with many security "holes" and cumbersome ACP like phpBB & phpBB by PRZEMO. You will not be popular with your memebers if you switch to those.
