I really see no need for users to assess users in public. It would be nice though to be able to rate topics based on usefulness, etc.

This yes judges topics on usefulness, is meant so. The other should what remain left to the Admin, and which functions it uses when. Yes, it goes that like it the function for the use standby other forum software also makes it, which is in Konkurenz with the IPB. :)
