Well, i think it's still something better in IPB2 then phpBB2.2. In IPB2 you can change
a full list of permissions.

You can set rights to groups and then put users in the the group with rights that you desire them to have. You can also grant them another groups forum permissions or even group rights without changing their group through Secondary permissions. (Example: Allow member Admin CP access while they still appear a member)

phpBB is quite good, but i'm not going to go into detail on an IPB forum. :)

I compare the system of the permits. phpBB 2.2 is made with wit. Much comfortable.

As far as you've mentioned IPB has a majority of the permission options that phpBB does. What in specific are you looking at?
