Is there a way via custom CSS to further reduce the height of the image carousel so it's smaller than 250?

This is the image feed block on v5. Accessible by Page Editor.

I've taken a quick look for you, and not easily from what I can see unfortunately. However Im not a designer myself, so will leave someone else to respond who is likely better at it than I. Just wanted to reply and let you know I hadnt just ignored it :)

If you edit your block from your image and go to advanced.

Paste this code inside scope and save.

.ipsData--wallpaper {
	--i-data--wallpaper-height: min(90%, 400px);
}

I don't know exactly how small you want without seeing on your website.

That's perfect, thank you very much! I did find the smallest size to be a bit too large. I'm more used to how it looked on v4, which was more compact and not taking up lots of real estate.
