Member Group Can't Comment in Pages

Hello, on my test site, people in the members group can't even see the comment box under pages articles, but the admin group can see this. The strange thing is the members group can use the forum to comment on the articles. I have pages database setup to create new topics in a forum.

Any idea why regular members can't even see the "add a comment" box?

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
