Prevent member from removing tags

I have it set in the group that members cannot use tags or prefixes, and I am using tags so members can find their entry via a tag menu in a DB that they cannot see others' records.

They can remove tags, but then they lose the ability to find their entry via the tag menu. They are allowed to edit this entry, but not create one or delete it, as it is a record of their school activities over the year. I have many categories so the tag menu is much cleaner way for them to access their entry.

I noticed that if I set this tag as the prefix they cannot see it or remove it. But I have about 150 - 200 records to change manually.

One of our students did this today and revealed this weakness in my set-up. They can still see the record in their profile activity.

Any help on this would be appreciated

Ive added this as a bug report. If a user cant add, they shouldnt be able to remove either

I did a bit more testing on this. A member posts in a forum but cannot add a tag. The admins then add a tag. Then, because the member is the author, they can delete or add tags to the post; if there is no tag, they cannot add one. If I convert that to a prefix, they cannot edit it or add a tag. I presume the same applies to galleries and the like. I was checking to see whether it was just on pages.
