As an admin user after upgrading to v5, why would I not have access to the theme editor?

Front end permissions are moderator permissions rather than admin permissions. You would need to head over to the moderator permissions section in your admin CP and ensure any entries relating to yourself or your group, have the relevant permission

Chrome (Android)
  1. Tap the lock icon next to the address bar.

  3. Adjust your preference.
