I can no longer change the Title or edit the post but the topic was "Downloads - Tag Option Not Showing"
I couldn't set tag permissions and settings and it just showed up like this.
To resolve, I had to go to System - Posting - Tags and enable the option.

I have got CleanTalk and went to hcaptcha. It has helped tremendously. Blocked over 2,000 post in 24 hours. Some are still getting through but it is way more manageable for now.
