cannot upgrade because page is not found

no i am still using default configuration i have uploaded all IPB files and try in staging server and it works no issue, but in production server i got the issue like in above screenshot -
my current invision forum version is 4.5.4, i am trying to manual upgrade like from this documentation in production server, but after i go to /admin/upgrade page, it show error like in the screenshot "the page you requested does not exist" what should i do to fix the problem

Hi, I want to ask something when I want to update invision to the new version to 4.7.5 there is an option to choose new default ranks or keep existing. Do we have to pay an extra cost (additional cost for subscribe) if we choose 'new default ranks' ? Please advice. Thank you.
