    You are checking a wrong place (global forums settings). I refer to the forums listing:

    Note that Categories do not have the option and you need to expand them and check normal (Sub)forums.

    ACP > Community > Forums > select Edit next to a specific forum > Forum Settings > Users can see topics posted by other users?

    Then go back to the forums listing and select Permisssions from the dropdown menu. Set for all groups:
    See Forum Read Own Topics Post New Topics Reply To Topics ACP > Members > Moderators / Administrators > if set to "Restricted" under Forums tab enable Can view all topics/questions?

    What I believe you are looking for here is the setting in each forum. Edit the forum in question, and you will see....... And luuuk above beat me to it 😄

    The easiest way to edit your theme.  
    ACP > Customization > Appearance > Themes
    Find your theme and click the edit button for it.  (It should look like a pencil.)
    Click on the "Text" tab.  That will let you control the various colors used for text, including links, hovered links, base text, dark text, etc.  
    I played around picking some random red/pink colors and had something like this as the output on a default theme:

    The lightest of the grays is "Light text", so I might start with that one and see what that does for you.  Then move onto the links, etc.

    I will add one more thing. I went to your forum linked in your profile and my rule added temporarily via browser's inspector works fine. But note that in some topics like this one not all text is changed to red:

    That is because that specific part of the text has been either repasted from other source (preserving different color definition) or manually "colored" by the poster. Those can't be changed via CSS, the only "solution" is to edit the post to remove extra colors.
    To prevent colors being copied you can configure "Paste as Plain text".

    Maybe utilise merging of concurrent posts? (if the 'work' required is to manually merge those concurrent posts) Maybe advise the user on how to use the functionality correctly?

    The contact form can be used for many reasons depending on your needs. Some examples:
    a method for individuals who are having issues registering/logging in to contact you ways for outside sources to reach ownership/staff of your community for various reasons: advertising inquiry legal questions/issues pre-registration questions etc... Of course, if you see no need for these, you can certainly disable it.

    The Contact Us form, if you have forcing guests to fill out a CAPTCHA on ACP -> Members -> Spam Prevention -> CAPTCHA, will force the user to fill out a CAPTCHA.
    In 4.7, we are implementing a new CAPTCHA system, hCAPTCHA into our arsenal. If you are finding Google's CAPTCHA systems are getting bypassed, you can try hCAPTCHA. I, personally, have been having success with it on my personal community.
    If you want to simply turn the contact us form off for guests, you can do that in ACP -> System -> Contact Us -> Show Contact Us to.

    You could use Clean Talk https://cleantalk.org/ which has been mentioned by many people on this forum as being effective.

    No, IPS doesn't restrict traffic.  
    It'll just move you down to lower plan, until you get more members and they will bump you up again.  This is useful if you have a temporary boost of members.

    If IPS ever increases your plan on Cloud, you can request to move down to save $$.

    Members = people who are logged in.
    Guest = members who aren't logged in OR don't have an account.
    Visitors = members+guests.

    Also, when you say "guest and member chart" are you talking about what is found in 'ACP->Statistics->Users->Online Users'? Because if you are, do note that this is NOT an actual traffic chart and if you sum up the numbers you WILL NOT get the number of visitors your site has, as explained here.

    A visitor is anyone accessing your site. That includes your admins, your members, bots, people who aren't logged in...
    A guest is a visitor who isn't logged into an account. We're members in this community but if we logged out, we'd be guests, just as we are when we browse any other community for which we don't have an account.

    This is what I use on my default theme...just copy and paste this code into your theme's custom css file:

    It's a basic function used by most forum software. Like Xenforo, vBulletin, wBB, mybb, smf.

    That seems to work for permalinks but not a real good numeric reference to post sequential numbers.  Granted, it may be something most forums don't need but coming from MyBB, my members are used to it and having a hard time adjusting to not having them.
