Yes, I've seen several sites (10+) using version 10.11 without any issues.

If you are facing the exact same issue, then you have a site that hasnt fully been restored. I would suggest checking with your hosting company to see whats going on there though, as you appear to be getting 403s

Theme settings still exist. 

Ehren will go into more details but things like ipsType_ no longer exists, it's much more structural now.

Wow!  This is honestly, in a word...incredible!  Exceptionally well done @Ehren, feature rich and superb UX!
One of the biggest enhancements I can see being added is some level of quick linking or hover effect to expose the available CSS properties for a given component (button, header, etc) within the theme editor.  In your example, maybe when you hover the button you converted to upper case, fill the CSS editor box with the available properties or maybe a modal showing the documentation of available properties.   That is one of the biggest hurdles I have with theme editing, in that I often have to find examples of what I want to do in the suite or come up with my own CSS properties to achieve the effect (potentially adding unnecessary code vs reusing what may be available but is unknown).
Overall this has truly elevated the ability for site owners to control their themes in a magnificent way, seriously raising the bar of what this suite offers to a new level!  Very well done! 👍

I have just taken a look at my website statistics right now and more than 50% of the visitors are accessing it by cell phones.
It's a must for great community promotion the option to share content by WhatsApp.
AddThis (http://www.addthis.com/blog/2014/08/13/new-services-added-including-whatsapp-sharing/#.VNqycMbZGC8) and AddToAny (https://www.addtoany.com/services/whatsapp_button) already offer WhatsApp sharing button.

Nope, not repeated, but this is the only new sign-up in the last month or so. My site is a paid membership site ($59 signup), so we don't get new members often, but it needs to fire when it does. I still have the "M" change in there from "H" so it fires five minutes later. I did change it to "immediately" for the next registration, to see if that works, but I don't know when that next registration will be.
Members pay via PayPal, if that tells you anything. That gets them access to a private forum where I auto-create (ideally) a topic for them (they can only see topics they started), and send a DM. Neither occurred this last time.
I'd give you more details if I could.

Is it possible to IPS make a script to change that database collation from utf8 to utf8mb4 for those that did not chose this collation on the 3.4 to 4.0 upgrade?
