I agree with nearly everything, but this:
In my experience any published rules and guidelines that attempt to set such clear boundaries will only bite you in the longer ter. Rules will inevitably be written in such a way that somebody could and will misinterpret them, whether intentionally or not, and then argue that the rules have not been breached or that they mean something entirely different.
I've opted for a lighter touch using an approach IPS previously suggested:
It is very hard to argue with an opinion.
I then provide some explicit examples, but again nothing so explicit that it creates loopholes, and empower my moderators:
    And finally:
In many years of using this approach I've yet to have an argument over the rules. Members being penalised may argue that they believe they've done nothing wrong, but we simply respond that, in our opinion, they have.
    It works very well.

Not to mention the fact that CentOS 6.x reaches EOL some time next year. 🙂
But the points made here need repeating: despite the hassle and inevitable hand-wringing involved with upgrading one's live site (compound this if you use many third-party apps and plugins, all of whom almost certainly have their own update schedules which will not coincide with yours), IMHO there is no excuse to fall behind to the point where you're still using 3.x.
I don't always agree with the priorities re: what gets added and when, or what gets dropped from v3 to v4, but it's the world we live in.
    Oh, and...backup backup backup.

I try to de-risk "getting stuck" as much as possible and always think ahead to the next update.
In anticipation of 4.4 I'm looking at the limited number of third party addons I use and assessing whether they'll be updated in a timely fashion, and will seek alternatives if it appears they may hold back an update by an unreasonable amount of time.
I also planned ahead by migrating from CentOS 6.10 to CentOS 7.6 in the last week, allowing me to enable HTTP/2 and ALPN, and have PHP 7.3 ready to go.
Bring on the cutting edge. 😀

You're right though, it's funny how often I can't find my way to community forums.

Based on that logic, IPS may as well shut up shop right now.
Companies like IPS are not here to 'kill' social media, but these small enhancements improve the quality of the user experience for administrators and users alike, so for some of us they are indeed noteworthy.
I've been somewhat vocal elsewhere about the things that social media gets right, and where I see IPS could make improvements, but credit is due to the team for their ongoing efforts to improve the suite.

When you announce a new minor feature in an upcoming software version and people just post the other stuff they'd like.

    1) Nope, you can't take my animated GIFs from me! (But you do not need to enable GIFs, that's up to you)
    2) You'll like a blog entry we have coming up soon.

Hi Heff, I agree, it would be good if there was some kind of gentle encouragement. At the moment I create a forum to encourage new members to say a hello and maybe say a little about why they like the subject matter of my community.
I also set up an Icebreaker themed award with Fosters' Trophies and Awards app using the snowflake Font Awesome icon and later the ship, never got a chance to give it a go as it was too buggy at the time. Think I'll revisit it, hopefully it's matured now.

I really like this, but there is a gaping hole at the moment. I fed back about it ages ago, here:
I see no evidence that those completing their profiles are more likely to engage. I have loads of new members who've updated their profile and haven't posted, and some that are as blank as my autobiography but yet have posted.
I do think the 'progress bar' works though, as I do see more completed profiles these days, and so gamification could be seen to work.
What I'd really like to see, as I fed back in that thread I linked, is a continuation of the approach to encourage the new member to 'break the ice'. Completing the profile is fruitless unless they take the next step and actually contribute in some way.

    Oh. My. God.
I thought I was fairly proficient in my ACP but apparently I'm peon-level.
Copy settings - When did you invent this?? Where is this magic and wonder coming from?? Why have I never used this before?? I had no idea what this was until I watched your video.  Ive clicked in the button before but honestly thought this was some trivial dev tool that I never needed.  Do you know how many categories and boards in ALL of my apps where I've gone and manually copy-and-paste a setting?? There were times where all I did in one afternoon was go through hundreds of category settings to change a value.  This is blowing my mind.  I don't have any settings to change right now but who cares.  I'm now gonna change all settings in all my boards.

There are some really great changes there.
Users on my forums often get confused by file upload size limits - it's my main barrier to users using the gallery. Are there any improvements to either make it clearer what those limits are or to dynamically reduce the file size through compression as it's uploaded?
