As for me, my board is about primary school education and my board's members are teachers, students and parents.
I use clubs for specific projects : creating a cursive font, for instance, or a private club only for a specific group of teachers.
Clubs gives members autonomy by allowing them to manage a mini-community dedicated to their specific project. Some members on my board created clubs to work with other students who live in the same area as them and taking the same exam (and not willing to share their tips and tricks with all my board's visitors).

That's what is done too on my board : we now hide content instead of deleting. But I need to remove hidden content from time to time, especially because my database is rather big (12 Gb big).
Delayed deletes are ok for me, but I prefered the "trashcan" forum solution which made it easier to manage deleted content (delete when I decide to, everything is in the same forum, easier to search, etc.).
