How do I change a user from member to admin

If I did it correctly I added the member to moderator and admin. Did notice their profile shows them as "members". IS this ok. I reason I did this because of due to my health issues I want another person to keep a lookout -
How do I change a user from member to admin status? Sorry for asking for help but I had a stroke a few years ago and got some "dead" brain cell most tasks are challenging.
