I don’t remember any new feature to accomplish this so create a new stream, set it as default and choose all type of content, including topics, and use the option to narrow by forums and choose all forums, except the ones you don’t want their topics to be listed. All the other streams will remain showing these forums.
To mention only one disadvantage, you will have to remember to add new forums when you create them, otherwise they won’t show up in the stream.

You should add in the Changes affecting third-party developers and designers the new parameter in the \IPS\Node\Model::setLastComment().
This is breaking/locking the apps and crashing the whole board install and requires the immediate attention of the developer.

The problem is that IPS changed the parameters for a few functions in 4.7.15 (it was the same until 4.7.14). All applications using/overloading those functions need to be updated.
 
Adriano already updated his applications from what I can see on his site. For the others, you can fix them by editing the files on the server if FTP access is available (not on IPS Cloud). It's an easy fix as long as you know what you're doing.

There’s no issues in the “uninstall code”. They ARE incompatible as 4.7.15 broke them. It won’t let you uninstall the app due to the changes made. Once uploaded a new version ( a.k.a. Edit the files with missing parameters), you can use or uninstall the app.

I would rather say calling it a “hosting issue” is the unfair assessment, when having such limits is essentially a default in the entire hosting industry.

And even if I would go through the trouble of moving everything to a paid service like for example Amazon SES (just to get bulk mails out without issues despite having a perfect email delivery otherwise), I then have their sending limits per day. The issue remains, just with different limits. 
It’s not some edge-case issue on a cheap shared hosting environment that we are asking to “work around”. It’s just a reasonable way to deal with email delivery in standard hosting environments. And in contrast, it feels rather unreasonable, that I can have a perfectly working local SMTP delivery; in my full technical and legal control; highly optimized delivery through DNS settings; no privacy issues because no 3rd-party services are needed; working perfectly fine for all transactional mails; all at no extra costs … and then potentially have bulk-mails fail in an unpredictable manner because the background tasks may or may not take the right amount of time.

You probably have some 3rd-party app/plugin outdated, that’s why it doesn’t work on 8.1.
I would disable all 3rd-party resources and enable PHP 8.1 just to make a test.
