Yep! When you enable Emoji, the normal Emoji categories (Smileys & People, Animals & Nature, Food & Drink, Activity, Travel & Places, Objects, Symbols, Flags) just get added - the system for setting up categories for your own custom emoticons hasn't changed and they'll be retained alongside the Emoji categories.
In all the screenshots in the blog entry, I have one custom category, called "Default".

I'm not 100% sure what you mean here, but you can set this on a group level so that posts from someone in a certain group will appear highlighted in forums.
In the AdminCP, check out Members / Groups / Content tab / Viewing / HIghlight replies. I don't use this so I can't remember if it only applies to forums or also to blogs.

I don't like current behaviour of highlighting because it works for every posts, does not matter if this post important or not (i.e. "official staff answer" or "staff member's comment on kittens photo"). I'd prefer to have an option below editor. Posted this also as suggestion in feedback and ideas section. Please support(reaction/comment - any activity) this topic if you need it too.
