When creating or editing an existing category of theme settings, you can only select certain parent categories under which to place a child category.

It seems to be limited to existing empty categories that don't currently have any existing theme settings.

This means you if you want to create a sub-category, you have to delete or temporarily relocate all of your existing settings first, so that it becomes empty, then add your child category, then relocate all your theme settings back into it again.

This is by design. The Theme Editor does not work 100% correctly when we have a mix of categories and settings. So a category can contain either categories or settings, but not both.
