New PM "To" multiselect broken in a specific scenario

Steps to reproduce:

1) click on envelope button in top menu and Go to inbox button

2) click on Compose new button

3) close the dialog

4) click on envelope button in top menu and Compose new button

What went wrong?

Multiselect To is impossible to use.
