Minor UI bugs (announcements (2))

1) support for all installed languages is missing 😔

2) when the announcement is present, everything looks fine, but when you close it, theres some extra margin (after next reload) 😐

3) in announcements settings theres this button, which is <a> - when you hover it, it shows this little odd underline between two icons

4) if you close an announcement, it will pop-up for a while after each reload 😐 (video will expire in 2 days)
