Cannot add a quote after selecting an image.

On v4 I used to add an image in the editor, select it, and then click the quote button to wrap it in a quote.

On v5 I can't do it anymore, after I select the image the only editor buttons enabled are:

1. Link

2. GIF (???)

3. More > Text Align
