The Table of Contents only shows one heading, while in my text I have 4.

Blocks do cache, have you awaited the block to clear cache?

That case is in my blog post. When I tried it in the article, the ToC worked fine.

Im not able to replicate the same issue on my own instance here. Could I just check you are on the latest release of the platform?

We would need to look further into this for you, however the access details on file appear to be incorrect or missing. Could you please update these details by visiting your client area, selecting the relevant purchase, then clicking "Review/Update Access Information" under the "Stored Access Information" section.

@Marc I finally found what was causing the headings not to appear in the table of contents. If they are longer than 49 characters (including spaces) they are not added to the table of contents.

Thank you for letting us know. I have tagged our developers so that we can check to see if this is intentional or not.

It's a bit odd to have a character limit in a ToC.
