I can edit badges, make new ones, change the image, etc, but when I click Save it doesn't react. I'm not the first to have this problem, but I'm not sure what the fix is

Looking at that topic that you linked, it looks like this might be a bug.

This is indeed a bug, which has been fixed for the next release
