I'm wondering if anyone knows the fix for this. I have several users reporting it's happening to them across multiple browsers. One was able to make a video of it for us. Thanks in advance if anyone has seen this before or knows the fix.

For the sake of those who may encounter this very topic via search* later ... may I ask what caused it?

*and also me, as I have seen this in my life elsewhere and wondered about it.

For me it was all of my apps were disabled. This was because an app broke my forum and tech support turned them all off. Which got it back up and going, but caused the strobing with other apps needing to load there but weren't.
