I have enabled the cookie bar and and have optional cookies. When optional cookies are disabled, the 'x' for clicking off the announcement disappears. (It reappears if I re-enable the optional cookies). An apparent bug.

No. This is a banner announcement at the top of the site (all pages). I've just disabled it - I'll re-enable it* for a while if you wish to test it at my site.

When you select cookies and disable optional cookies, the 'x' disappears and the banner cannot be clicked off. If optional cookies are again allowed, the 'x' reappears.

Please let me know when you've finished testing at my site so that I can again disable it.

That would be intended then. As optional cookies are not allowed so we cannot place a cookie on your system there which tracks whether or not the announcements has been closed.

Oh. I assumed a non-optional cookie would control alerts. I am unsure if I've seen anything similar elsewhere.

Thinking about this some more, if possible, would it not make more sense for announcements to be disabled if the use of optional cookies are declined? Announcements (which cannot be clicked off) can be very disruptive on mobile devices.

You're welcome to create a topic in the Feedback forum. However, it is currently working as intended so there is currently no support action at this time.
