How to make tags selected not only for moderators

So that tags/prefixes are displayed to all forum participants without the possibility of changing them

You need to switch on the "Can use tags?" and "Can use tags?" options within the groups you wish to be able to use them

I mean like make it so that the participant could see the tags without the ability to change them on the post

Users who dont have those set, can still see the tags

What needs to be enabled so that users can see tags when they are in a post, for example?

Users should still see tags even if they can't use them. There is no setting for reading tags on a content item.
