This is more of a general question but also a suggestion. Is there any way we can get a page editor block to were we can put blocks that span the entire width of the community for the top and bottom of the page with the side bar. So basically it would go on top/bottom of the side bar and main content?

Not in the main header no. I am talking below the breadcrumb links.

Thats not something possible at present
