Is it possible to try the new IPS version 5 locally? I would like to start testing and review the new features.

No.  It’s not available yet for download. IPS is still working to make sure it’s stable with a fixed environment without also tossing in all of the variables of a self hosted setup. 

That will come later in the process. 

Is there any ETA for the stable release?

No, but given that there is a public alpha...  it would stand to guess that it's not overly far away, but by no means imminent.  

We're getting there, and glad to hear you are excited to get testing! 🙂 Us too. At present its in public alpha, as mentioned by Randy above. Once we are ready with a downloadable beta, we'll get it out to people.
