The problem is that Registration Terms & Rules do not show up for users imported from the file, when they first log in / set a password.
Of course, the option "Force members to accept the new registration terms" is enabled.
I'm a pretty new user, so maybe the solution is simple, but I don't know it 🙂

As they show on the registration form, and you are adding them manually yourself, that is correct. The only way to really do it would indeed be to force re-reading of them.
