Change Licensed URL loop

I click on Manage this purchase:
 

I click to change Licensed URL:

I agree the terms and click Reset URL:

Everything looks good:

I go into the email which I have received:

 

I click [Reset License URL]

I am now back from where I started, URL is still the same ready to be reset:

 

How can I fix this and escape this error?
