Check permissions your folder applications/blogs -ftp login

Should be 0755

You must upgrade the Blogs application too.

Blogs either was skipped or not all files were uploaded so it wasn't upgraded. Please ensure all files are uploaded and then go to /admin/upgrade to complete the upgrade.

where your site files are. If you are using a primary domain, you should upload files to the root directory
