The forum jump is at the bottom of the index page just before the footer and all other pages on the site. It is a Xenforo modification to add dropdown menu in the footer. Basically "Select a forum to jump to" does the same as "Open Quick Navigation" (located in the top breadcrumb) known from IPB 3.x and removed in some early 4.x release.
