Is there a way to restrict guests from searching Members?  We have a hacker who keeps looking for members who have never posted; then hacking into their account and posting spam. 

We've tried using the 'bad word filter' to block some words that are always used in these posts, but they just sail right through them.   Is there some key to using the bad word filters that we are missing?

Take a look at Module permissions here:

I've found search flood control.  If I set this for 'days', so that the search will not initiate immediately, is this tying up server resources as the forum 'waits' for the number of days to pass?

Remove the selection from Guests in the popup that will show up when you click in the padlock. 

You seem to have gone to Groups since you mentioned tabs. I didn’t say or link you to Groups.

Again, Take a look at Module permissions.

I am not seeing the page you have just posted.  When I go into Guests permissions, I see only the tabs for Forum, Calendar, Downloads

Could contain: Person, Chart

You're in the wrong spot...  you're under Members.  

ACP > System > Site Features > Applications.

There is a section called "system" under it that you click the arrow down and you'll see:

Could contain: Page, Text
