Publish and Unlock time

Publish and Unlock time should act independent from one another. Otherwise, there is no sense to having two different settings. Unfortunately, they do not. Adjust either one and the other is synced.

There have been some fixes in this area for the next upcoming release, and I cannot replicate on my development release here
