I am in the middle of upgrading to 4.7, I am currently on the final step, but is get the following error: 

What can I do to fix this?

You ned to contact your hosting company on this, as it seems you have an issue with your mysql instance there. Once that is resolved, you can conitnue from /admin/upgrade

Can you maybe elaborate a bit? So we know what to ask specifically.

As shown in the message there, you are getting connection refused. The reason for that only your hosting company would be able to tell you

We found the problem, the mysql wasn’t the problem the elastic search server wasn’t able to connect, thank you for the help.
