I wanted to open a new Alert for the guest's group, but the group doesn't appeared on the alert group list. Why?

It is currently not available as it requires a member id currently to track if it's been viewed, among some other technical items. You can certainly add this to our Feature Suggestion if you wish to propose this for a future release.

With that said, you can have Announcements, Guest Privacy & TOS bar, and custom blocks tailored to guests if there is messaging you wish to get across.
