Any way to set the global default for Account Settings :: Content View Behavior?

Looking to set the default behavior for all members and let them override it in their profile if desired.  Seems like the default is "Take me to the beginning"

You can change the default option in ACP -> Members-> Profiles settings if I’m not mistaken.
