How can you Manage Blocks on the user registration/login page?

I'd like to add some instructions/rules via Manage Blocks to the registration/login page. 

How can this be done?

There would be no way in which to do that without manually adding them to your theme at present (login page). The registration page you can visit the location manually.

Ok, stupid question... what is the url path to the registration page to access it manually?

whatever your site is, with /register/ at the end would get you to the registration page
