It looks like in the mobile menu, if the last item in the menu is a DropDown, the items from the dropdown menu are shown first in the list.  See the imaes for better explination

In Desktop menu "site probmes" "off-topic" and "test forum" do not appear

Is this a bug with the menu system or something on my side?

I believe that would be as per design, however I have looped in our developers so that we can get some confirmation one way or the other for you

it does not seem right for this to be by design. This ignores the menu configuration and just adds items from the last listed menu item to the top of the drop down and it is only in Mobile.

This is indeed a bug - it has been fixed in the latest release, so I recommend upgrading and revert / re-apply any changes that have been made to the mobileNavigation template (if any changes have been made).

Yes, updating to new version of the software fixed the problem. Thank you for the help!
