So you know in the forum settings then you set up a new "Discussions", You can disable or enable Users can see topics posted by other users I want it disabled so they can't see other users post, but at the same time i want them to see the Pinned Threads in the forum Link to comment Share on other sites More sharing options...

I do not remember seen any such plugin. Have a look at the Marketplace btw. If there is such plugin, it will be there. If there is not any, you can request one in the request forum.
