I always thought these three pages are a "set" and getting to them once a user is registered can be a challenge to find them again.

The Guidelines only appear if you added them to a menu item. 

The Privacy Policy is ever present on every page in the footer. 

and the Terms of Service - I think only is visible when registering (or admin changes it and requires users to agree ) 

(if you're using standard local pages vs external links to other pages.)

So I created a simple custom block that has links to all three pages. And added the block at the top of each page.
