plugin to change background color if topic has specific tag

I would like to create a plugin that does a very simple thing:

• The plugin should be able to change the topic's background color if topic has specific tag
• A color selection should be available for every tag that is added
• For instance "hot topic" tag should have red color, "green topic" stock should have green color background

Anyone can do this for me?
