After installing the IPS 4.5 platform I have some problems in the process of posting a comment or creating a category with description.

It doesn't let me add text at all just to attach a file.

Clear your site cache.

Support > Something isn't working correctly

This should resolve your issue.

Run the support tool in the AdminCP to see if this fixes the issue.

If it does not, if you are using Cloudflare with "Rocket loader" enabled, make sure it is disabled (this can break editor loading).

If you still have issues, submit a support ticket.
