Pages let me create a custom field for Members, how it work?

Is possible use it to create records only visible for members filled? I mean create a record, then use this members field to assign who can see the records, if MEMBER A and MEMBER B are placed in the field, then that record only visible and editable by them.

Or there some way to create a custom block to show records or content that contains a TAG or condition which pre assigned to members?
Example,

1. Assign tag or condition "John123" to member John Ma,

2. Create a record, assign a tag "John123"

3. Place a custom block on a page, when member John Ma access to that page, the custom block show to them records which contain "John123". 

So each members can see records that assigned with their related tag.

This would require a custom plugin
