How I can set below criteria to all the posts / Particular section in Forum.

It should be -
" The minimum number of words for each post should be 35".
If the post has minimum 35+ words then only it will be posted otherwise a message should pop up saying. "your reply is too short to be posted"

Is there any way to do it just by setting some criteria in Theme.

No. Just that plug-in.
