Is it possible to add items in the IPS Download application, but without adding the file for sale? The service, e.g. script repair, is actually sold - how can someone give a file to download? can you turn it off or what modey solution do you suggest?

You can choose which user groups can submit paid files. Disable for those you don’t want. 

Not at all. I need to sell service not only a file.

For example, my users would like to sell the script installation service and they don't know what file to add. The screenshot is enough. Can I turn off file requirements for some categories? will anyone do it on commission?  $) PM please.

Requirement to upload a file? No. You can allow groups to link to an external page but either a file or a link is required.
